The finance director in Norwalk is proposing a muncipal budget for over 281-million-dollars next year.  That's an increase of little more than one-percent.  The "Hour" reports Thomas Hamilton's budget would increase the city's tax levy and yearly property tax bills.  The city's Board of Estimate and Taxation will take up the package.  They'll use that as a guide as it puts together the municipal spending plan.  Among other things, Hamilton is proposing a wage freeze on city workers and capping school board spending.
