State Senate President Don Williams says Governor Jodi Rell's proposed cuts to the Stride program could affect public safety. The program helps prisoners re-enter the workforce and return to their parental roles upon release from prison. The program is offered to male and female inmates in two state correctional institutions. Williams says while the recidivism rate for those in the program is 6 percent, the overall state rate is 39 percent.
