The Stamford Harbor Commission has submitted a proposal to Mayor Dannel Malloy detailing a so-called "harbor master plan."  It doesn't call for any changes to the city's three harbors or how residents use them, but gives the Commission the authority to deal with harbor-related issues.

"For example, there are two organizations that have applied for and received dredging permits," Commission chairman Roger Fox says.  "The Harbor Commission could act a coordinator of that."

The "master plan" is the result of a two-year effort by the Commission, boaters, and other city officials.
