Budget Cuts & Guantanamo

As a House Appropriations subcommittee got to work Thursday on next year's budget, we were given fresh evidence of why reporters were skeptical about President Obama's plans to cut $17 billion from the federal budget.

That's because Democrats ignored the plans of the White House, and voted to maintain a program that helps states pay the costs of jailing criminal illegal immigrants.

The bill provides $300 million for the program - down $100 million from last year's levels - so it was a 25% cut, if you want to make that argument.

On the other hand, that's 75% less than what the White House wanted, again demonstrating that Presidents propose, but Congress disposes.

The spending bill also contained no money in it to shut down the Guantanamo Bay detainee facility. The President had asked for $60 million.

Speaking of Guantanamo Bay, the House got into a debate related to that on Thursday, as lawmakers worked on a bill authorizing the Transportation Security Administration.

Republicans wanted to put in the bill an amendment that would make sure that the names of detainees at Guantanamo Bay were automatically added to the no-fly watch list.

For whatever variety of reasons, Democrats fought that in committee and on the floor, as they added on a phrase that said it had to be with the approval of the President.

So GOP lawmakers repeatedly went to the floor during debate and ridiculed the efforts of Democrats to block the proposal.

"The idea that detainees at Guantanamo cannot be placed on the no-fly list begs the question - who does qualify?" said Rep. Michael McCaul (R-Texas.)

Republicans then used a parliamentary maneuver to force a vote on their plan, and Democrats completely caved, giving the GOP a victory.

Meanwhile, on the broader issue of Guantanamo detainees, there is still no deal between the House and Senate on a war funding bill that contains provisions which would block the transfer of detainees to the US.

Top Democrats wanted that done this week, but extra money that's been stuffed in the bill has eroded support for the plan in both parties, so key lawmakers will try again next week.
